This chapter "brings together discussions on theory and policy in order to question which changes in German policy-making on migration constitute paradigm change [...] Referencing the previous conceptualizations by scholars in the field, Aybek proposes a six-step scheme of policy change for the institutionalization of a new paradigm. Using this scheme, Aybek argues that German immigration and integration policy-making underwent a long process of paradigmatic shift beginning with the late rise of incoming migration in the late 1980s. The sequence of events which occurred in policy-making during this broad time frame illustrate this shift towards the government's enhacement of its steering capacity, especially in the field of integration".
